The purpose of this document is to report the various information systems, and the functionalities of those systems in regards to the City of Kelsey, and the foundation of the healthcare services offered and available for the citizens of that community. Throughout this essay the discussion of various information systems of the medical and Healthcare services offered will be discussed, the medical services provided in the City of Kelsey are offered via The Moreno Medical Center. This essay will also entail a vivid description of the global interconnectivity, and the hypothetical conclusion with a result of a failure in the information systems of the Moreno Medical Center provided throughout the City of Kelsey. To sum up this paper will offer a minor overview of the vital systems that operate as the infrastructure of information technology systems for these medical services available in the City of Kelsey. Lastly this paper will hold and reveal the important reason of why the information technology systems of the City of Kelsey should be protected, with the highest security available, as well as up to date to be relevant with today’s cyber criminals and victims.In addition, access to healthcare services is critical to good health, yet small and rural residents face a variety of access barriers, for example, transportation, and cost. Typically it should be convenient where citizens feel confident that they can access services such as primary care, dental care, behavioral health, emergency care, and public health services (Fichman, Kohli & Krishnan 2011) . The Moreno Medical Center (MMC) act as a model facility to meet the health care expectations of the community they serve. The mission statement of this medical center is to develop, establish, and maintain the policies and programs that ensure the successful recruitment, employment, and retention of a workforce that is not only diverse but well-qualified to serve current and future patients. As a result the main focus of the Moreno Medical Center is accomplishing the various goals of the center which are focused on but not limited to building a positive, high work ethic, and valued integrity oriented environment for their employees and patients (Apollo Group, Inc. 2013). Moreover, the MMC (Moreno Medical Center) utilizes multiple network-integrated clinical and administrative information systems. These systems are used to improve not only the communication but the cooperation between organizational leadership, senior management at the department level, employees, doctors, nurses, and clinical students working at MMC. Furthermore, these information systems are also used to increase the efficiency of hospital operations, that lead to the improvement of relationships with current and future patients, as well as assist senior executives in managing hospital finances, department and programs budgets, and alternative programs for patients of the center. The MMC operates under two main information systems that operate as the infrastructure of the center. In example, the clinical systems, and the administrative systems (Apollo Group, Inc. 2013). Moreover the clinical systems support the HIS (Health Information System), and the EMR (Electronic Medical Record) Health Information System. The Health Information System, is primarily used by clinical program managers and senior executives to collect, process, report, and analyze patients, programs, and MMC operations data. The EMR health information system is integrated with the basic Health Information system. It is consisted of the multiple clinical software applications, that are mainly used by MMC doctors, nurses, and other professionals that diagnose and treat patients of the MMC. The Moreno Medical Center protects these main systems by limiting the access to the Health Information Systems of the MMC; for instance, limiting access for those classified, and unclassified administrative, and specialized clinical EMR applications to MMC doctors, nurses, and other MMC healthcare professionals (Apollo Group, Inc. 2013). Secondly, the MMC health information systems are protected with security prerequisites with gaining access to the vital information of patients, and MMC employees, doctors, faculty, and staff. For instance, gaining access to these specific systems the MMC employees, and system users have to complete a basic, departmental-specific training, complete required assessment of trained skills, that is oriented towards those Health Information Systems applications, and the processes used in those specific hospital departments (Apollo Group, Inc. 2013). Lastly, the prerequisite training provides a hand on experience in dealing with the security, and vital information of the MMC doctors, nurses, staff, and patients that permit them to critique, and utilize the Health Information Systems without any supervision. To sum up there are required training modules as well as that are to be completed to ensure that all employees are trained and fully capable to operate the systems and applications that they are required to use for duties and objectives to be met (Apollo Group, Inc. 2013).Equally important, the administrative systems of the MMC which are composed of four major information systems, such as the accounting and finance information system, human resource information system, customer relationship management information system, and medical knowledge management information system (Apollo Group, Inc. 2013). The accounting and finance information system is primarily used by senior executives who manage MMC assets, cash flow, liabilities, and net income. This system is also used by the president/CFO, Chief Executive Officers, department directors, and the administrative staff of the Moreno Medical Center officials that are involved in assisting with the daily operations of the Moreno Medical Center. The human resource information system is used to manage hospital policies, procedures, and compliance requirements that involve Human Resources. This particular information system permit other department directors and managers that hold human resource duties, to report and conduct Human Resource-related business throughout the MMC. Lastly, this system also offers the ability for organizational department directors to communicate the Human Resource needs, as well as submit requests, reports, and performance appraisals (Apollo Group, Inc. 2013).Although, the Customer Relationship Management information system has many purposes, the primary use is to build a rapport with the patients of the MMC, and establish patient loyalty to interact with the hospital through the internet. Another pertinent use of the CRM information system is the usage for the input, and detainment of external contacts  needed to complete the daily tasks, and operations of the MMC (Apollo Group, Inc. 2013). Lastly the CRM information system is consisted of completed patient surveys, and satisfaction reports that offer feedback for areas of improvement. To sum up the last major information system of the MMC is the Medical Knowledge Management information system. The Medical KM information system is limited to the use of MMC doctors, and nurses. The MMC doctors, nurses and MMC officials use this system to access the online medical databases that  assist with diagnosing patients, and drug administration. Finally, to protect and provide adequate hospitable services to the patients of the MMC, access to vital, and sensitive information in regards to these information systems is limited to the officials of the Moreno Medical Center, for instance the Chief Nursing Officer, Chief Medical Director, and Chief Financial Officer all share the role in the oversight of this information system (Apollo Group, Inc. 2013).Third, the patient involvement and collaboration with providers and business will result in improved healthcare delivery through technology. The future of healthcare involves patients and providers working with business to develop tools and processes contributing to better health for all. Therefore to better improve the healthcare available for citizens or patients of the community the protection of sensitive information must be of high priority, and the communication processes throughout the hospital must be efficient throughout the center (Lucero, 2017). Having up to date technology servers, and information systems ensures that all daily operations, and tasks are accomplished; therefore, allowing patients to connect with  technology efficiently, and effectively. The information systems act as the foundation, of the medical and healthcare services available, the compromisation these systems would not only be detrimental to the patients but the center as well. The potential of a breach of failure of the system would result in a cornucopia of unfortunate situations for many patients. Hundreds of sensitive information lost, and those elected hospital officials would have to complete all tasks manually until the system is available and running to meet basic set standards (Lucero, 2017). Lastly, with the information systems available and setup in the healthcare systems a variety of serious problems have befallen organizations, and businesses that include a lack of dependability and/or usability, the high cost of system failure, high maintenance requirements, and difficulties in updating systems. However, because software-intensive systems perform high demand  functions, the consequences of failure are mostly severe. For example, developers may install and setup modules all dependable, although, when integrated, problems and weaknesses emerge.In addition usability failures are also an apparent issue, for instance , if there are too many steps in a program for a user to follow or if a program is too complex various “navigation methods” will be developed, however patient safety or some other critical restriction will become apparent. To sum up the advancement for information systems in healthcare have been delayed due to costs, disruption to current operations, and data systems, as well as continuous problems with the use and integration of various systems. In conclusion a coordinated approach will improve the impact of new technologies for healthcare and it’s information systems. This will not only ensure accurate information is provided for the efficient operation of large dispersed systems, but create a successful health care system that uses information and communications technologies in ways that would improve care, reduce costs, and provide patient-centered care.
